North Macedonia began its formal EU accession application process in 2004, and probe issues like this one were struck the following year as the country explored euro adoption specifications. The exercise was largely aspirational — accession negotiations stalled for years afterward, primarily due to the long-running dispute with Greece over the country's constitutional name, unresolved until the 2018 Prespa Agreement.
