Obverse description Two crossed flags occupy the central field, the left flag bearing a twelve-pointed snowflake or starburst device and the right flag displaying horizontal stripes, their staffs bound together at the base. A five-petalled rosette or plum blossom appears above the intersection of the flags at the top of the field. The entire central device is enclosed within a beaded inner circle, with the English legend arcing around the upper periphery and the denomination along the lower periphery outside the beaded border.
