The Chongning period (1102–1106) under Emperor Huizong was marked by the political dominance of Cai Jing, who used aggressive monetary expansion — including large-denomination iron cash — as a tool to fund court expenditure in regions where copper coinage was restricted or scarce. Iron cash of this era circulated primarily in northern frontier zones where copper was legally prohibited from private hoarding, making iron the de facto transactional metal. The 10-cash denomination in iron was notoriously unpopular with merchants, who accepted it at a discount against nominal face value almost immediately after issue.
