Sinkiang's provincial coinage of the late 1920s reflects the near-total administrative isolation of China's far northwest — the mint at Kashgar (Ka Zao) operated largely independent of Nationalist central authority, producing coins whose designs diverged noticeably from eastern provincial issues. The outlined rays variant documented under Y#B38a.1 represents a short-lived die modification, distinguishable from the filled-ray type and catalogued as a separate subtype precisely because Kashgar's quality controls were inconsistent enough to generate meaningful die-to-die variation.

Yang Zengxin, the warlord who had governed Sinkiang since 1912, was assassinated in July 1928 — just months before this issue's production year.
