The Ibero-American series launched in 1991 as a coordinated commemorative program among Spain, Portugal, and their former colonies in Latin America, timed to precede the quincentenary of Columbus's 1492 voyage. Bolivia's participation was notable given that the country is landlocked — the series that year carried a nautical theme celebrating Ibero-American seafaring heritage, which had little direct connection to Bolivian history.
