Obverse description The obverse bears an intaglio portrait of Cecilio Guzmán de Rojas at right, rendered in fine line engraving against a pale multicolour guilloche underprint. The issuer inscription BANCO CENTRAL DE BOLIVIA appears in a panel at upper centre, with the denomination DIEZ BOLIVIANOS in large serif letters across the centre field. Two facsimile signatures appear below centre, with the Bolivian national coat of arms as a small vignette at lower left and the legal tender reference LEY 901 DEL 28 DE NOVIEMBRE DE 1986 printed at upper centre.

Bolivia's 1986 monetary reform was a direct response to one of the worst hyperinflationary collapses in recorded history. In 1985, annual inflation reached approximately 11,000 percent under the peso system. The boliviano was introduced at a conversion rate of one million old pesos to one new boliviano — this 10-boliviano note, in real purchasing terms, replaced a 10,000,000-peso denomination.

The Canadian Bank Note Company in Ottawa produced the series. The P#238A designation distinguishes a signature variety within what is otherwise a short-lived issue — Bolivia's stabilization program moved quickly, and the denomination structure evolved within a few years.
