Venezuela's oil revenues collapsed in 1983 when the bolívar was devalued sharply under RECADI, the foreign exchange control system that created a multi-tiered rate structure and rampant arbitrage. By 1986, inflation was accelerating and the 10 bolívar note — once a meaningful denomination — was losing ground fast. Within a few years it would be rendered functionally useless by the hyperinflationary spiral of the late 1980s and early 1990s.

The note was printed by the American Bank Note Company, a long-standing arrangement for Venezuelan issues of this period.
