Mireya Moscoso was inaugurated on September 1, 1999 — the same day Panama assumed full sovereignty over the Canal — making her simultaneously the country's first female president and the leader presiding over the transfer of one of the world's most strategically significant waterways. This coin was struck to mark that convergence. The U.S. handed over the final Canal Zone installations at noon on December 31, 1999, ending a presence that had begun with the 1903 treaty.
