This note exists because of a shortage, not a plan. When Timor ran out of small-denomination currency in 1940, the Banco Nacional Ultramarino improvised by overprinting Macanese stamp-money with a "PAGAVEL EM TIMOR" designation — essentially reassigning instruments from one Portuguese territory to another by hand stamp. The underlying Macau 10 Avos pieces were already an emergency issue in their own right, printed by the Hongkong Printing Press across the border rather than in Lisbon or Lourenço Marques.

The double-layered improvisation — emergency stamp-money, further modified for a different colony — makes this one of the more administratively peculiar items in the BNU's issuing history.
