Oecusse — formally the Oecusse-Ambeno Special Administrative Region — is a small exclave of East Timor entirely surrounded by Indonesian West Timor, a geographical anomaly dating to Portuguese colonial boundary-drawing in the 17th century. East Timor adopted the US dollar as its official currency at independence in 2002, so this steel piece was issued not as circulating legal tender but as part of a regional promotional series, carrying no practical monetary function outside collector interest.
