| 裏面の銘文 | PROVINCIA DE TUCUMAN – BONOS DE CANCELACION DE DEUDAS LEY 5728 MODIFICADA POR LEY 5866 Artículo 1.- Facúltase al Poder Ejecutivo a emitir "Bonos de Cancelación de Deudas" por la suma de A 20.000.000 (veinte millones de australes); en las series que se determinen en cada oportunidad, para ser aplicados al pago de deudas del Estado Provincial. Los bonos podrán asimismo, ser entregados con igual finalidad a los organismos descentralizados, entidades autárquicas y a empresas y sociedades del Estado. Art. 2.- Los Bonos de Cancelación de Deudas se emitirán al portador, llevarán indicado el número de esta ley, la serie a que corresponden y contendrán las formalidades previstas en los artículos 744 y 745 del Código de Comercio; sin perjuicio de las que estime conveniente el Poder Ejecutivo y caducarán el 30 de noviembre de 1991. Art. 3.- Los bonos serán entregados por la Tesorería General de la Provincia o por las entidades descentralizadas, autárquicas y empresas y sociedades del Estado a los acreedores que acepten los mismos en pago de sus créditos, pudiendo también ser utilizados para cancelar deudas de organismos estatales entre sí. Art. 4.- Los bonos serán canjeables por moneda de curso legal, al 100% (cien por ciento) de su valor nominal en el Banco de la Provincia de Tucumán, en los plazos, lugares y horarios que a ese fin determinará el Poder Ejecutivo sin quebrantar el principio de igualdad entre los tenedores de los bonos. Art. 5.- Las fianzas y cauciones reales exigidas por leyes de la Provincia, podrán constituirse utilizando los bonos cuya emisión se autoriza por esta ley. DECRETO N° 504/SH - 89 (Translation: PROVINCE OF TUCUMAN – DEBT CANCELLATION BONDS LAW 5728 AMENDED BY LAW 5866 Article 1.- The Executive Power is authorised to issue "Debt Cancellation Bonds" for the sum of A 20,000,000 (twenty million australes); in the series to be determined on each occasion, to be applied to the payment of Provincial State debts. The bonds may also be delivered for the same purpose to decentralised bodies, autonomous entities and State companies and corporations. Art. 2.- The Debt Cancellation Bonds shall be issued to bearer, shall indicate the number of this law, the series to which they belong and shall contain the formalities provided for in articles 744 and 745 of the Commercial Code; without prejudice to those deemed appropriate by the Executive Power, and shall expire on 30 November 1991. Art. 3.- The bonds shall be delivered by the General Treasury of the Province or by the decentralised, autonomous bodies and State companies and corporations to creditors who accept them in payment of their credits, and may also be used to cancel debts between State bodies. Art. 4.- The bonds shall be redeemable for legal tender at 100% (one hundred percent) of their face value at the Banco de la Provincia de Tucumán, at the times, places and hours to be determined by the Executive Power without undermining the principle of equality among bond holders. Argentina's provinces were forced into emergency quasi-currency during the late 1980s as the national government's hyperinflationary crisis — culminating in the Austral's collapse — left provincial administrations unable to meet payroll. Tucumán's australes were essentially wage vouchers backed by provincial tax receivables rather than federal monetary authority, a legally ambiguous arrangement that the national government tolerated out of necessity rather than approval.
Casa de Moneda's involvement lent these notes a deceptive official appearance. Printed by the national mint yet issued by a province, they occupied an uncomfortable middle ground between currency and scrip.
