Abkhazia's issuing authority occupies a genuinely unusual position in numismatics: the Bank of Abkhazia produces legal tender for a state recognized by only a handful of UN members, Russia chief among them. The apsar series has functioned largely as a collectibles program since its inception, with pieces distributed primarily through the Russian numismatic market rather than circulating in Abkhazia itself, where the Russian ruble handles daily commerce.

The 75th anniversary of the Soviet victory over Nazi Germany — marked across the former Soviet space in 2020 — carried particular weight in Abkhazia given the republic's political and economic alignment with Moscow.
