Rwanda's National Bank has issued a long-running series of animal-themed gold miniatures, and this piece belongs to that program — tiny fractional gold coins produced in partnership with European minting houses, typically the Bern-based SwissMint or facilities working under similar private-label arrangements. At 0.311 g, the gold content is fractional to the point of being nearly symbolic, placing it firmly in the modern novelty bullion category rather than anything approaching circulating or investment-grade coinage.
