KM#98 belongs to the second agora series introduced following Israel's 1980 redenomination, which replaced the Israeli pound with the shekel at a rate of 10 pounds to 1 shekel. The reform was partly a psychological measure — the pound had been battered by inflation running above 100% annually through the late 1970s, and the government hoped a new currency name would signal a break from that instability. It didn't hold; the shekel itself was replaced by the new shekel just five years later.
