The kilogram gold Panda is the largest denomination in the annual Chinese Panda bullion series, which the People's Bank of China has issued since 1982. Each year's design changes — a deliberate policy that distinguishes the series from most sovereign bullion programs and has consistently driven collector premiums well above melt value. The 2007 issue falls within a period when China was aggressively expanding its presence in the international bullion market ahead of the Beijing Olympics.
KM#1715 is among the lowest-mintage pieces in the series by absolute numbers — production of kilogram issues has historically been limited to the hundreds globally, not thousands.
