The kilogram Panda is among the largest bullion coins produced by the Chinese Mint, and the 2003 issue appeared during a period when China was aggressively expanding the Panda series to capture institutional and collector demand. Each annual Panda carries a new design, a policy established from the program's 1982 launch — the sole exception being 2001 and 2002, which shared an identical reverse, generating enough collector protest that the People's Bank reverted permanently to annual changes.
