The Inner Mongolia People's Bank operated as a regional currency authority under Communist administration before the People's Republic was formally proclaimed in October 1949. Its notes circulated in a zone that was politically consolidated ahead of the rest of China, and the bank was eventually absorbed into the People's Bank of China system when unified national currency replaced all regional issues.

This is a front proof — printed but never issued in that form — which makes it a document of the approval process rather than of circulation. The "var." designation against S3506 signals it differs from the catalogued type in at least one printable detail, most likely color, overprint, or serial format, that wasn't standardized before production runs were finalized or halted.
