This is a privately issued novelty piece — not legal tender, not a product of the Bank of Japan, and not recognized under any official currency framework. Sanrio licensed Keroppi's image for commemorative merchandise throughout the 1990s and 2000s, and gold-plated souvenir notes were a recurring format in that product line, sold primarily through Sanrio retail channels and gift shops.
Collectors should be clear-eyed: the numismatic value here is effectively zero. What exists is a licensed character product in note form.
