This is not legal tender. It is a novelty or fantasy item produced commercially under license — or without one — using the Dragon Ball franchise. Japan's actual ¥10,000 note is issued by the Bank of Japan and bears no relation to this piece. Gold-foil coated paper construction is a common feature of commemorative fantasy notes produced for the collector gift market, primarily in China and Southeast Asia.
