South Korea's Olympic commemorative program began in 1982, six years before the Seoul Games opened — an unusually long run-up driven by the government's determination to use the 1988 Olympics as a showcase for the country's postwar economic transformation. The series ultimately spanned multiple years and denominations, with the 10,000 Won silver issues among the earliest struck.

KM#29 is the first release in that program.
