Slovenia's EU accession was confirmed in April 2003, and the Bank of Slovenia issued this commemorative overprint on the existing 10,000 Tolar note to mark the occasion. The overprint was applied to a note already in circulation rather than producing an entirely new issue — a practical decision that kept production costs down while still marking a politically significant moment for a country that had only existed as an independent state since 1991.
The "Printed: 30.04.1945" date in the catalog data is almost certainly a data entry error — that date predates Slovenia's existence as any kind of issuing authority by nearly half a century.
