Somalia's nominal government in 1999 was essentially non-functional — the state had collapsed in 1991 and wouldn't see a transitional federal authority until 2004. These coins were issued not by a functioning treasury but by private minting arrangements operating under the Somali name, a practice common among several collapsed or marginal states during the 1990s bullion novelty boom. The issuing authority existed on paper more than in practice.
At 15.5 grams of .985 silver, the piece is effectively a half-troy-ounce bullion round dressed as legal tender — a denomination figure of 10,000 shillings carrying no meaningful exchange relationship to any actual Somali economy.
