| Obverse description | The Somali coat of arms occupies the central field, depicting a light blue shield bearing a five-pointed white star, supported by two leopards rampant facing inward. The legend SOMALI REPUBLIC arcs along the upper periphery in Latin script, while the Arabic inscription جمهورية الصومال appears below it in a secondary arc. The denomination 10000 Sh.So. is inscribed in the lower field in Latin numerals, accompanied by the Arabic word شلن. The overall design is rendered in high relief against a polished proof field. |

Somalia's nominal government in 1998 was the internationally recognized but functionally powerless Transitional National Government — the country had no functioning central bank, no stable currency, and no meaningful monetary authority. These silver issues were produced almost entirely for the collector market, commissioned through foreign minting arrangements, with no plausible circulation intended in a country then eight years into civil war.
