Uganda hosted the 2007 Commonwealth Heads of Government Meeting in Kampala — the country's first time chairing CHOGM — and the Bank of Uganda marked the occasion with this commemorative issue, a practice that remains relatively uncommon among African central banks. De La Rue's Gateshead facility handled production, the same plant responsible for a substantial portion of the Bank of Uganda's regular circulating series during this period.

Security provision is minimal for the denomination: watermark only, with none of the foil or thread features typical of high-value notes by this date. That restraint is consistent with the commemorative rather than transactional purpose of the issue.
