Percetakan Kebayoran was one of the few state printing works in Southeast Asia at the time capable of producing high-denomination notes domestically, and this 1968 issue reflects Indonesia's deliberate policy of internalizing currency production — a priority that followed the political rupture of 1965 and the dismantling of Sukarno-era institutions. Designer Sadjiroen worked on several Bank Indonesia notes through this period, though detailed documentation of individual design commissions from the Kebayoran atelier remains sparse.

The watermark is the sole security feature — thin protection for a note of this face value, though hyperinflationary pressures during the late 1960s had already eroded the real purchasing power of 10,000 rupiah considerably by the time this series entered circulation.
