The Transcaucasian Federation — a short-lived political union of Soviet Armenia, Azerbaijan, and Georgia — was created partly to resolve bitter territorial disputes between those republics before full incorporation into the USSR in late 1922. This note was issued under that federated structure in 1923, during the same period the Soviet monetary system was being rationalized following catastrophic hyperinflation. The denomination itself reflects that inflation: 10,000 roubles was a practical, everyday figure, not a prestige value.
The federation was dissolved in 1936 when Stalin reorganized the Caucasus into three separate Soviet republics, making the issuing authority one of the more geographically and temporally specific in Soviet numismatic history.
