By 1922, Soviet Russia had been through four years of hyperinflation severe enough to render earlier denominations laughably small. The RSFSR's 1922 issues were part of a last, chaotic phase of "Sovznak" emission — unbacked paper currency printed in enormous quantities to cover state expenditures before the monetary reform of late 1922 and early 1923 replaced the entire system with the chervonets and, eventually, the new ruble at a conversion rate of 1,000,000 old rubles to one new ruble.
The sheer scale of that conversion ratio explains why high-denomination Sovznaks like this one circulated as ordinary transactional notes, not as large-value instruments.
