The Khorezm People's Soviet Republic was a short-lived Soviet satellite state carved out of the former Khanate of Khiva in 1920, after Red Army forces deposed Khan Sayid Abdullah. It issued its own currency not out of monetary independence but out of practical necessity — the region was geographically isolated, and Bolshevik central banknote supply was unreliable at best during the Civil War period.

The 1921 series, of which this 10,000 rouble note is a part, was produced under conditions of extreme administrative fragility. Khorezm was absorbed into the Soviet system by 1923, making the entire currency series obsolete within roughly two years of issue.
