Russia's State Treasury issued this note in 1916 under severe wartime financial strain — by that point the imperial government was financing the war almost entirely through emission rather than taxation or borrowing, and the money supply had expanded to several times its 1914 level. The 10,000 Rouble denomination was aimed squarely at large commercial transactions, not everyday use.
The "L" suffix in the Pick reference denotes a letter variant distinguishing different signature or series combinations within the type — collectors tracking the full range of P#31 variants find the documentation uneven, and some sub-types remain genuinely scarce.
