Kabupaten Labuhan Batu was one of dozens of regional administrations across the newly proclaimed Indonesian Republic that issued emergency currency during the 1947–1949 period when Dutch forces had severed supply lines and central bank notes from Yogyakarta were either unavailable or mistrusted locally. These kabupaten-level issues were authorized under broad Republican emergency powers but produced entirely with local resources — typically a typewriter, a rubber stamp, and whatever paper was at hand.
The official stamp is the sole security feature, which made counterfeiting trivially easy. Rantau Prapat, the administrative seat of Labuhan Batu in North Sumatra, was a tobacco and rubber district, and the notes were tied to local economic necessity rather than any formal monetary architecture.
Survival rates for these regional emissions are erratic — many were redeemed and destroyed, others simply disintegrated.
