Cambodia's mid-1990s economic rehabilitation was fragile enough that the National Bank leaned heavily on Oberthur for its higher denominations — domestically, the printing infrastructure simply wasn't there. Oberthur's Rennes facility handled a significant share of Southeast Asian currency production during this period, and the technical quality of this note reflects that relationship.

The watermark remains the sole mechanical security feature, which is sparse for a high-value note by late-1990s standards. Whether that reflects a cost decision or a deliberate choice given Cambodia's limited detection infrastructure in circulation is not documented, but it was a recurring characteristic across the P#47 series.
