Guinea-Bissau's early 1990s commemorative program was a naked revenue exercise — the country had virtually no domestic collector base, and these issues were struck entirely for the foreign numismatic market. The dinosaur series sits in a crowded field of similar wildlife and prehistoric-theme coins produced by small nations during this period, most contracted through European minting houses with no meaningful connection to the issuing country.
Guinea-Bissau gained independence from Portugal in 1974 after one of Africa's longest colonial wars, and by 1993 the national bank was chronically undercapitalized. Seigniorage from collector coinage was a legitimate budget line.
