The International Year of Shelter for the Homeless was a UN-designated initiative for 1987, aimed at drawing attention to the global housing crisis — a program Turkey participated in largely through this commemorative issue. By 1987, Turkish inflation was accelerating sharply, and 10,000 lira, while still a meaningful denomination on paper, was rapidly losing purchasing power in daily life. The coin's silver content gave it more intrinsic stability than anything circulating at the time.
