By 1993, Turkey's chronic inflation had already eroded the lira so severely that a 10,000-lira note was barely adequate for small transactions. The economy was running annual inflation rates well above 60 percent through this period, and the Central Bank's own printing works in Ankara was producing successive high-denomination issues in rapid succession just to keep pace with demand.

The "Green ornament" designation distinguishes this from earlier 10,000-lira types in the same Pick sequence. A watermark remains the sole security feature — thin protection for a note that monetary conditions were already rendering obsolete the moment it left the press.
