Alfredo Stroessner's regime ran Paraguay from 1954 until his ouster in a February 1989 coup — making this 1987 issue one of the final numismatic productions to carry his name. The pairing of Bernardino Caballero, founder of the Colorado Party, with Stroessner was deliberate political messaging: the dictatorship consistently invoked Caballero's nationalist credentials to legitimize its own grip on the Colorado apparatus.
KM#171 was struck as a collector piece with no meaningful circulation life, part of a broader run of Paraguayan silver issues from the 1980s aimed at the international commemorative market.
