The West African CFA franc is issued under the authority of the BCEAO, which strictly governs circulating coinage for eight member states — but collector pieces like this one are typically authorized independently by individual member governments and struck by private mints under licensing arrangements that sidestep the BCEAO's standard production controls. Ivory Coast has been particularly active in this market since the mid-2010s, issuing large-format kilogram silver pieces aimed squarely at the European and Asian bullion-collector trade rather than domestic circulation.
The tiger has no cultural or historical connection to Ivory Coast. Its presence on this coin reflects commercial demand, not national symbolism.
