Gabon's bullion coinage program, operating under the Central Bank of West African States framework, occupies an unusual position: a CFA franc-zone member striking large-format silver pieces denominated in CFA francs but marketed almost exclusively to the international bullion and collector market rather than domestic circulation. The 10,000 franc face value bore no meaningful relationship to bullion value at the time of issue — silver at that weight was worth multiples of the stated denomination.
KM#25 is one of several large-format issues Gabon produced in the early 2010s through the Berne-based minting arrangements common to many African sovereign bullion programs of that period.
