Benin's numismatic program has since the 1990s operated almost entirely as a foreign-market collectible enterprise — these coins are legal tender in name only and have never circulated within the country. The program is administered externally, with designs and mintage decisions largely driven by European dealers and distributors rather than the Beninese government's own monetary priorities.

The Bald Eagle subject has no geographic or historical connection to Benin whatsoever. Its inclusion reflects the collector-market logic of the program: wildlife themes sell, regardless of relevance to the issuing nation.
