The BCEAO's 10,000 franc denomination is the highest in the West African CFA franc series, and the signature parade on this type tells a compressed political history of the zone. Alassane Ouattara — whose 1992 signature appears here as BCEAO Governor — had already served as Prime Minister of Côte d'Ivoire and would later become its president after years of contested electoral exclusions. Charles Konan Banny, whose name runs through nearly the entire issue span, went the other direction: BCEAO Governor until 2005, then appointed Prime Minister of Côte d'Ivoire during the transitional government following the First Ivorian Civil War.
The 1994 signature combination marks the year of the CFA franc's single most significant monetary event in decades — the 50% devaluation against the French franc, the first adjustment since 1948.
