The "Provisional Bank of the Republic of Kosovo" never formally existed as a functioning central bank — this note was issued in 1999 by a parallel Albanian-run structure operating outside Yugoslav legal authority, part of a broader effort by Kosovo Albanian institutions to assert administrative independence during the years of Milošević's repression. The underlying currency was the Albanian Lek in practical terms; these dinarë denominations were largely symbolic instruments of a shadow economy.

The single watermark security feature reflects the extremely limited production resources available to the issuing body. TBB cataloging places it among a small, poorly documented series.
