Bosnia's 1995 gold issues appeared while the country was still at war — the Dayton Agreement wasn't signed until December of that year, meaning this coin was authorized and struck by a central bank operating under active siege conditions in Sarajevo. The hedgehog subject belongs to a broader series of Bosnian wildlife issues that the CBBiH used to establish numismatic credibility and generate hard currency revenue at a moment when the convertible marka didn't yet exist and the dinar was collapsing under wartime inflation.
The 10,000-dinar face value was effectively fictional by issue date.
