Vietnam's lunar new year commemorative program launched in the late 1990s as a hard currency earner aimed squarely at overseas Vietnamese communities and foreign collectors, not domestic circulation. The Year of the Snake issue follows that pattern — low mintage, immediate export, rarely if ever handled by anyone inside Vietnam itself.
The applied color was added post-strike, a technique that provoked genuine debate among collectors about whether such pieces belong in traditional numismatic catalogs at all. KM#58 lists it separately from the uncolored version for exactly that reason.
