Vietnam's millennial dragon coin was issued under the State Bank as part of a broader wave of commemorative silver struck specifically for the export collector market — it was never intended for domestic circulation. The year 2000 coincided with both the Gregorian millennium and the Year of the Dragon in the Vietnamese lunar calendar, a convergence that made the issue commercially attractive to international buyers and regional gift markets simultaneously.
KM#53 is a relatively modest issue by mintage standards for this type.
