Beschrijving voorzijde The obverse presents a horizontal bond-style layout in green on white paper, with the heading LETRA DE TESOURO and ESTADO DO RIO GRANDE DO SUL in large bold letterpress across the top register. A central vignette displays the coat of arms of the State of Rio Grande do Sul, flanked by ornate guilloche borders and denomination numerals 10 MIL in the lower corners. The body of the note carries the payment obligation text in Portuguese, with ruled lines for SÉRIE, Nº, and VENCIMENTO fields, and bears a diagonal red FAC-SÍMILE overprint across the face.

One of the more politically charged state treasury notes in Brazilian numismatic history. The signature of Leonel Brizola — then governor of Rio Grande do Sul and already a prominent figure on the Brazilian left — gives this note an unusual resonance. Within three years of this issue, Brizola would organize armed resistance to prevent a military coup following the resignation of Jânio Quadros, and by 1964 he was in exile after the coup that overthrew his brother-in-law João Goulart.

Livraria do Globo in Porto Alegre, better known as a publishing house, handled printing for the state treasury — a pairing that was practical rather than odd given the firm's established engraving and lithographic capacity.
