Nicaragua's 1990 Olympic commemorative program was issued under the Chamorro government, which had just defeated the Sandinistas in the February election — making this one of the first numismatic releases of the new administration. The country was emerging from a decade of trade embargo and civil war, and hard currency was scarce enough that coins like this were never intended for domestic circulation.
Barcelona '92 licensing agreements required issuing nations to commit to full series production years ahead of the Games, which explains the early 1990 date on a coin commemorating an event still two years away.
