Venezuela's Banco Central issued this denomination in 2019 as hyperinflation had already rendered it nearly worthless on arrival — the official annual inflation rate that year was measured in the hundreds of thousands of percent, and the bolivar soberano, introduced in August 2018 to replace the bolivar fuerte at a one-million-to-one ratio, was depreciating faster than the Casa de la Moneda could print. A note of this face value could not purchase a cup of coffee within months of issue.
Printing domestically at Maracay rather than contracting abroad reflected both political posture and practical necessity, though chronic shortages of cotton paper and ink repeatedly disrupted production schedules throughout this period.
