Unterwesterwaldkreis was a rural administrative district in the Rhine Province, and Montabaur its seat. Like hundreds of German Landkreise in the summer and autumn of 1923, the district's Kreisausschuss was forced into emergency currency issuance not by any local banking authority but by the simple collapse of the Reichsbank's ability to supply enough physical notes to meet payroll and commerce. The 10,000,000 Mark denomination places this firmly in the hyperinflationary peak — by late 1923, such sums bought little more than a loaf of bread.

Notgeld of this type was typically cancelled and withdrawn within weeks of issue, which is why surviving uncancelled examples attract more attention than the print runs might suggest.
