The Reichspostministerium notes of 1923 were emergency money — Notgeld issued by the postal administration itself, not by a bank. By mid-1923 the Reichsbank's own supply of printed currency could not keep pace with hyperinflation, and government ministries, municipalities, and private firms were formally permitted to issue their own bearer notes to pay wages and conduct local commerce. The Munich postal district issued this denomination under that authorization.
Ten million marks sounds extraordinary until you recall that by the time this note circulated, the Reichsmark's purchasing power was collapsing weekly. This denomination would have been routine spending money for a short period before becoming functionally worthless.
