Beuel was an independent municipality on the right bank of the Rhine, directly across from Bonn, and like hundreds of German towns in the summer and autumn of 1923 it was forced to issue its own emergency currency as the Reichsbank's printing capacity collapsed under hyperinflation. By the time a 10,000,000 Mark note was a practical denomination rather than an absurdity, the value it represented was already eroding within hours of issue.
The Rhenania-Druckerei in Bonn was a logical choice for a municipality this close to the city — short contract, fast turnaround. The watermarked paper is notable; many Notgeld issues at this inflationary extreme dispensed with security features entirely.
