The Amtshauptmannschaft Chemnitz was one of dozens of Saxon district administrations that turned to emergency currency — Notgeld — during the hyperinflation of 1923, when the Reichsmark lost value faster than the Reichsdruckerei could supply denominations large enough to be useful. By the time 10-million-mark notes were being struck at local print shops like Dulce's operation in Glauchau, the denomination itself had a shelf life measured in days.

Jungnickel signed as Amtshauptmann — essentially the appointed administrative head of the district — while Schneider's countersignature as chairman of the Bezirkstag added the elected body's authority. Two signatures on emergency paper meant to last a week.
